The 2022–23 Liga IV was the 81st season of the Liga IV, the fourth tier of the Romanian football league system. The champions of each county association play against one from a neighboring county in a play-off to gain promotion to Liga III.
The counties were divided into seven regions, each consisting of six counties and the draw was made on 2 February 2023.[1]

Teams changes from previous season
The first two teams in each series of the regular season will meet twice (six matches per team). The teams start the championship play-off with the records from the regular season accumulated with the teams ranked 1-9. In the play-off participate only teams that have legal personality and hold C.I.S.(Certificate of Sports Identity) issued by the Ministry of Youth and Sport and teams with at least one group of children and juniors (U19, U17, U15, U13, U11).[10][12]
The regular season was played in a single round-robin tournament over two series, followed by an 8-team championship play-off (the top four in each series will start from scratch) and a two-series relegation play-out (teams maintaining their points accumulated in the first stage).[14]

Progresul Fundulea won the Liga IV Călărași County and qualify to promotion play-off in Liga III.[42]
The 13th and 14th-placed teams of the Liga IV faces the 2nd placed teams from the two series of Liga V – Dâmbovița County.
The championship play-off was played between the best two ranked teams in each series of the regular season. All matches was played at Marin Anastasovici Stadium in Giurgiu on 3 and 4 June 2023 the semi-finals and on 10 June 2023 the final.[52][53][54]
Dunărea Giurgiu won the Liga IV Giurgiu County and qualify to promotion play-off in Liga III.[55]
In order that winners of the county championship to have 22 matches at the end of the season, as stipulated by the rules of the Romanian Football Federation (FRF), the teams in the 1st and 2nd places will play an additional match in two legs, just like the teams in the 3rd and 4th positions.[59]

LPS HD Clinceni won the Liga IV Ilfov and qualify to promotion play-off in Liga III.
The first legs was played on 28 May, and the second legs was played on 2 and 3 June 2023.[81]

Academica Recea won the Liga IV Maramureș County and qualify to promotion play-off in Liga III.

The 13th-placed team of the Liga IV faces the 4th-placed team of the Liga V Teleorman – County. The matches was played on 3 and 10 June 2023.[99]
