Rəqəmsal hüquqlar — termin fərdlərin rəqəmsal mediada kompüterlər və digər elektron cihazlar və ya rabitə şəbəkələri vasitəsilə məlumat əldə etmək, yaratmaq və dərc etmək azadlığını ifadə edir. Termin, xüsusən də internet kontekstində şəxsi toxunulmazlıq və ifadə azadlığı kimi mövcud hüquqların müdafiəsi və həyata keçirilməsinə aiddir[1]. Bir çox ölkələrin hüquq sistemi insanların İnternetə çıxış hüququnu tanıyır[2].

İnsan hüquqları və internet

İnternetlə əlaqədar olaraq bir sıra insan hüquqları müəyyənləşdirilmişdir. Bunlara söz azadlığı, şəxsi toxunulmazlıq və birləşmək azadlığı daxildir. Bundan əlavə, təhsil almaq hüququ və çoxdillilik, istehlakçı hüquqları və inkişaf hüququ kontekstində bacarıqların artırılması da müəyyən edilmişdir[3][4].
