Dr. Surya Tjandra, S.H., LL.M. atau Surya Candra (lahir 28 Maret 1971)[1] adalah seorang pengacara dan politikus Partai NasDem yang pernah menjabat sebagai Wakil Menteri Agraria dan Tata Ruang Indonesia dan Wakil Kepala Badan Pertanahan Nasional Kabinet Indonesia Maju yang dilantik pada 25 Oktober 2019. Ia adalah seorang tuna daksa dan bagian kaki kirinya terserang polio sejak berusia 6 bulan.[2] Orang tuanya bekerja sebagai pedagang ayam potong di Pasar Jatinegara, Jakarta Timur dan hidup di rumah kontrakan dan kerap berpindah-pindah.[3] Ia merupakan lulusan fakultas hukum Universitas Indonesia angkatan tahun 1995, sebelum akhirnya meneruskan pendidikan hukum dalam program S2 di Universitas Warwick, Inggris, dan program S3 di Universitas Leiden, Belanda.[1]

Dalam pemilihan umum legislatif Indonesia 2019, ia menjadi salah satu calon legislatif di daerah pemilihan Jawa Timur 5 atau wilayah Malang Raya yang mencakup Kota dan Kabupaten Malang mewakili Partai Solidaritas Indonesia.[2] Ia dipilih menjadi wakil menteri oleh Presiden Joko Widodo.[4] Ia adalah keturunan Tionghoa dan beragama Katolik ke-7 yang menduduki pos di Kementerian Indonesia semenjak kemerdekaan setelah Mari Elka Pangestu.

Pada tahun 2023, Sekretaris Bappilu Partai NasDem Willy Aditya membeberkan Surya Tjandra didaftarkan sebagai caleg DPR RI Dapil DKI Jakarta III. Sebagai informasi, Surya Tjandra sendiri merupakan mantan Kader PSI yang mundur dari partainya karena mendukung kebijakan Anies Baswedan.[5]
