Andi Erna Anastasjia Walinono atau lebih dikenal dengan nama Ir. Erna Witoelar (lahir 6 Februari 1947) adalah Menteri Permukiman dan Pengembangan Wilayah pada Kabinet Persatuan Nasional. Ia adalah kakak ipar Wimar Witoelar, istri dari Rachmat Witoelar, Menteri Negara Lingkungan Hidup pada Kabinet Indonesia Bersatu dan adik kandung dari Nafsiah Mboi, Menteri Kesehatan pada Kabinet Indonesia Bersatu II.

Pendidikan dan Karier

Erna Witoelar meraih S2 pada tahun 1974 dari Jurusan Teknik Kimia, Institut Teknologi Bandung dan gelar S3 Ekologi Manusia dari Universitas Indonesia. Ia pernah menjadi Duta Besar Khusus Perserikatan Bangsa-Bangsa untuk Tujuan Pembangunan Milenium di Asia-Pasifik,[1] sebagai komisioner dari Komisi Perserikatan Bangsa-Bangsa mengenai Pemberdayaan Hukum bagi kaum Miskin (UN Commission on Legal Empowerment of the Poor),[2] Komisi Bumi (the Earth Charter Commission), dan Komisi bagi Negara- Negara Berkembang dan Perubahan Global (Commission on Developing Countries and Global Changes).[3]

Erna Witoelar juga menjadi Dewan di beberapa Lembaga Swadaya Masyarakat Indonesia seperti di Yayasan Keanekaragaman Hayati Indonesia (KEHATI), Yayasan Pembangunan Berkelanjutan (YPB), dan Dana Mitra Lingkungan (DML). Ia saat ini juga memimpin Konsorsium Filantrofi Asia Pasifik (APPC), Yayasan Inovasi Pemerintahan Daerah (YIPD), dan ketua bersama dari Asia Pacific Water Forum (APWF). Ia adalah salah satu pendiri dan pernah menjadi Direktur Eksekutif Wahana Lingkungan Hidup Indonesia (WALHI) dan Presiden Konsumen Internasional dan Yayasan Konsumen Indonesia (YLKI),[4] serta turut mendirikan Kemitraan bagi Pembaruan Tata Pemerintahan[5]
