小詹姆斯·法蘭西斯·卡格尼（英語：James Francis Cagney Jr.，1899年7月17日—1986年3月30日）是一位美國舞台劇和電影演員和舞蹈員，他在電影方面有著最大的影響力。畢業於史岱文森高中及哥倫比亞大學美術系。他最令人記得的演出是電影《人民公敵》（1931年）、《Taxi!（英语：Taxi!）》（1932年）、《一世之雄》（1938年）和《警匪喋血戰》（1949年）中的多面硬漢形象。在1999年，美國電影學會把他名列在經典荷里活電影的最偉大男明星名單中的第八名。奧遜·威爾斯談及格尼說「[他]可能是曾經在鏡頭前演出的最偉大演員」[1]，而史丹利·寇比力克認為他是有史以來最好的演員之一[2]。

詹姆斯·卡格尼與他的朋友罗纳德·里根一樣是共和黨支持者。1984年，卡格尼得到美國平民最高榮譽總統自由勳章。
