特别军事行动(俄语:Специальная военная операция、英語:special military operation),简称特别行动(俄语:спецопера́ция,字母缩写为“SMO”或“SVO”[a]),是俄罗斯政府和部分亲俄人士用于表示2022年俄罗斯入侵乌克兰的官方术语[1][2]。该词被普遍认为是一种旨在淡化和混淆俄罗斯发起全面战争事实的委婉说法[3][4][5][6] ,首次出现在时任俄罗斯总统普京于2022年2月24日发表的《关于开展特别军事行动》的讲话中。
