Rifat Çalıka[1] (1888, Kayseri - 23 Şubat 1963) Türk siyasetçi.

Selanik Askerî Rüştiyesi, Adana İdadisi, İstanbul Hukuk Mektebi mezunudur. Drama Erkek Liva Kalemi Mümeyyizliği, Bidâyet Mahkemesi Zabıt Kâtipliği, Selanik Bidâyet Mahkemesi Baş Kâtip Yardımlığı, İstanbul Müdüriyeti Umûmîyesi Yazı İşleri Memurluğu, Adliye Nezâreti Sicil Kalemi Kâtipliği, Maydos (Eceabad) Bidâyet Mahkemesi Müddeî-i Umûmîliği (Savcısı), Kayseri Belediye Başkanlığı yapmıştır. Osmanlı Meclis-i Mebûsan II. ve IV. Dönem Kayseri Mebusluğu, Müdâfaa-i Hukuk Meclisi Üyeliği, TBMM I. Dönem Kayseri Milletvekilliği, Defter-i Hâkanî Encümeni Başkanlığı ve IV. İcra Vekilleri Heyeti'nde Adliye Vekilliği yapmıştır. Evli ve bir çocuk babasıdır.[1]

Erzurum Kongresi ile Sivas Kongresi’nin yapıldığı dönemde ve 1924 ile 1925 yılları arasında Kayseri Belediye Başkanlığı yapmıştır.[2]
