Mustafa Hakan Güvençer, (d. 1963, Kadıköy, İstanbul), Türk bürokrat.

1985 yılında İstanbul Üniversitesi Hukuk Fakültesi'nden mezun oldu. Sırasıyla Yenice, Ilgaz Kaymakam Vekillikleri, Alucra, Şavşat Kaymakamlıkları, Gürbulak Sınır Mülki İdare Amirliği ve Ağrı Vali Yardımcılığı, Kahramankazan Kaymakamlığı, Amasya Vali Yardımcılığı, Yalova Deprem Kriz Merkezi'nde Vali Yardımcılığı, Aydın Vali Yardımcılığı, Karatay kaymakamlığı görevlerinde bulundu. 22 Aralık 2008 tarihli kararname ile Sinop valisi olarak atandı. 13 Aralık 2010 tarih ve 2010/1159 sayılı kararname ile Bingöl'e atanmıştır. 8 Mayıs 2013 tarihli kararname ile Muğla valiliğine atanmıştır. 15 Eylül 2014 tarih ve 6780 nolu müşterek kararname ile Kahramanmaraş valiliğine atandı. 30 Mayıs 2016 tarihli kararname ile Manisa Valiliğine atanmıştır.[1] 2018 yılı Ekim ayında yayınlanan kararname ile mülkiye başmüfettişliğinde görevlendirildi.[2]

Evli ve 2 erkek çocuk babasıdır.
