Maksut Şah (Uygurca: مقصود شاه; Çince: 沙木胡索特; pinyin: shā-mù-hú-suǒ-tè; 1864-1930), Kumul Hanı. Saltanatı 1908'den 1930 yılında ölümüne kadar sürmüştür.

Maksud Şah, babası Muhammmad Şah'ın yerine Kumul Hanı oldu. Kumul Hanlığı resmen Çing Hanedanı'nın haraçgüzar devletiydi ve her altı yılda bir 40 günlük bir süre boyunca imparatorun hizmetçisi olmak için Pekin'i ziyaret etmeleri gerekiyordu. Devlet teşvikli yerleşimlere maruz kalan Sincan'ın geri kalanından farklı olarak, Kumul Hanlığı Han Çinlilerine yerleşime açılmadı. İmparatora haraç olarak kavun gönderildi.[1]

21 Bey, Han'ın yönetimindeki Kumul'u yönetti ve haraç gönderdikten sonra Sincan hükûmetinden 1.200 külçe gümüş aldı.

1912'de, Çing Hanedanı Xinhai Devrimi ile devrildi ve yeni kurulan Çin Cumhuriyeti hükûmeti yerine Yang Zengxin'i derhal Sincan'ın yeni valisi olarak atadı. Yang bir monarşistti ve Hanlığı destekledi ve sonuç olarak vasal statüsü bozulmadı.[1]

Yang Zengxin 1928'de suikast sonucu öldürüldükten sonra yerini dönemine istikrarsızlık, yolsuzluk ve etnik hoşgörüsüzlükle bilinen Jin Shuren aldı.

Maksud Şah'ın 1930 yılında öldü. Ölümünün ardından vali Jin Shuren, Hanlığı üç eyalet idari bölgesi olan Kumul, Yihe ve Aratürk ile değiştirdi ve varisi Nasır'ın tahta geçmesine izin verilmedi.[2] Ardından meydana gelen olaylar, Maksud'un saray görevlisi olarak görev yapan Yulbars Han'ın yardımıyla[3] Kumul İsyanı'nı başlattı.[1]
