Hakkı Albayrakoğlu, (2 Nisan 1921, Kemaliye, Erzincan - ?), Türk bürokrat.

1944 yılında Ankara Üniversitesi Siyasal Bilgiler Fakültesi'nden mezun olmuştur. 31 Temmuz 1947 tarihinde Anamur, 30 Kasım 1948'de Haymana, 29 Mart 1949'da Nallıhan, 8 Ocak 1951'de Ayancık, 16 Kasım 1951'de Iğdır, 30 Mayıs 1955'te İskenderun kaymakamlıkları, yapmıştır 13 Haziran 1960'da Tokat, 14 Aralık 1964'te Aydın, 1965 yılında Hatay Valiliğine atanmıştır.[1] Tokat'ta 1968 Türkiye yerel seçimlerinde başkanlığa seçilen AP adayı Mesrur Gürgenç'in başkanlığı, seçimler sırasında Tokat Beden Terbiyesi Bölge Müdürlüğü yaptığı gerekçesiyle Yüksek Seçim Kurulu tarafından iptal edildi ve belediye başkanlığı mazbatası ikinci sıradaki CHP adayı Hakkı Albayrakoğlu'na verilmiştir.[2]
