Belediye başkanı-meclis yönetimi

Belediye başkanı-meclis yönetimi, günümüzde Amerika Birleşik Devletleri ve bazı ülkelerde kullanılan yerel yönetim sistemi. Bu sistemde belediye başkanı ve meclis, yasama ve yürütme arasındaki ilişkilere bağlı olarak görevlerini yürütmektedirler.

Güçlü meclis-güçsüz belediye başkanı modelinde meclis belediye bütçesi üzerinde birinci elden karar alma yetkisine sahip olup hem yasama hem de yürütme erkini elinde tutar. Tek bir kişinin baskın siyasi güce sahip olmasının tercih edilmediği siyasi geleneğe sahip ülkelerde tercih edilmekte olup belediye başkanının yetkisi çok sınırlıdır ve makam sembolik değeri haizdir. Güçlü başkan modelinde ise idari otoritesi geniş yetkilerle bezenen tek bir kişi meclis oturumunu yönetme, gündemi belirleme, azletme, atama, bütçeyi idare etme gibi haklara sahiptir ve meclis çoğunlukla göstermeliktir.
