Dear Serebr,

I apologize that we didn't answer you earlier. Phases of inactivity and a change in the members of the Ombudsman commission in late January are the reasons it took us so long. However, we have now reviewed your complaint. We also asked ru:User:DR for his opinion on the case.

The Ombudsman Commission deals with violation of the privacy policy [1]. At the beginning, the policy states: "This policy covers personally identifiable information collected or stored by the Foundation on its servers in relation to the Projects and their communities."

We have come to the conclusion that the mere number of emails sent and the number of recipients is private information, but not personally identifiable information. It is not possible to infer any personal data of Serebr (such as location or IP) from these two numbers.

Therefore, DR's edit were not a breach of the letter or the spirit of the privacy policy.

This is probably clear to you, but we would still like to point out that DR could not see the names of the recipients or the content of the mails at any point.

A separate question is whether DR acted incorrectly in releasing these details. Since the Ombudsmen deal only with violations of the privacy policy, this is an internal question for the Russian community. However, the outcome in this case (correcting the mistake of the original block) did not depend at all on the number of e-mails. Therefore we feel that the wording was more detailed than necessary and that a less specific wording would have worked just as well.
