Carter County er et fylke i den amerikanske delstaten Montana. Det ligger i det sørøstlige hjørnet av staten og det grenser mot Powder River County i vest, Custer County i nordvest og mot Fallon County i nord. Det har også grense mot delstatene Sør-Dakota i øst og Wyoming i sør.

Carter Countys totale areal er 8 672 km² hvorav 23 km² er vann. I 2000 hadde fylket 1 360 innbyggere og administrasjonssenteret ligger i byen Ekalaka som også er fylkets største by.
