Please also note Wikipedia is not a how to guide. Going through some of the sources, I am not see much that is about HQAI. What the regulations, processes are is not the subject of the article nor should it be the subject of the sources. What is needed are independent sources (not HQAI or any affiliates). If the source does not mention HQAI specifically, it does not help with notability. I suggest cutting the draft down to the bare bones of what independent reliable sources have said about HQAI.
