There seem to be too many: 31 communities are included, yet the list of Town/Community Councils on the Neath Port Talbot County Borough's website shows only 19. I worked it out. The 19 listed by the County Borough are those that actually have a community council, see List of communities in Wales#Neath Port Talbot.
