Whether or not Ferwana was involved with Hamas during the current conflict is unclear (see his article and its references), but apparently he was a honcho in either Hamas or Islamic Jihad way back in 1994, when Israel deported him to Lebanon along with numerous other militant leaders.
Information on him seems scarce in English, although as far as I can make out the ar-wiki article is almost identical.

Please move it from the "Attacks" section to the "General Topics" section, as it was most likely a misfired rocket rather than a deliberate attack.
