False positive template not working: Doesn't allow editors to make constructive edits; however, allows editors to blank the page

The false positive template is broken. It is not accepting any edits, but allows editors to blank this page. This issue is applying to all rail templates. Can you guys please take a look? 71.198.231.208 (talk) 20:25, 24 November 2016 (UTC)[reply]
