قرار مجلس الأمن التابع للأمم المتحدة رقم 1986، المتخذ بالإجماع في 13 يونيو 2011، بعد إعادة التأكيد على جميع القرارات المتعلقة بالحالة في قبرص، ولا سيما القراران 1251 (1999) و1953 (2010)، مدد المجلس ولاية قوة الأمم المتحدة لحفظ السلام في قبرص لمدة ستة أشهر أخرى حتى 15 ديسمبر 2011، داعيا إلى تكثيف المفاوضات بين زعماء القبارصة اليونانيين والأتراك.[1]

ملاحظات

وأشار مجلس الأمن إلى أن الحكومة القبرصية وافقت على استمرار وجود قوة الأمم المتحدة في الجزيرة. ويعود حل النزاع إلى القبارصة أنفسهم وكانت هناك فرصة فريدة لتحقيق تسوية دائمة. وتم أحراز تقدم في محادثات السلام رغم أن المجلس ظل قلقا من بطء التقدم وإزاء «عدم مقبولية» الوضع الراهن.[2] ورحب بتنفيذ تدابير بناء الثقة من جانب كل من قبرص وشمال قبرص وشجع على فتح المزيد من نقاط العبور على طول الخط الأخضر.

ولا يزال المجلس مقتنعا بأن التسوية الدائمة للنزاع القبرصي ستكون مفيدة لجميع القبارصة وأن الحالة في المنطقة العازلة ستتحسن إذا قبل الجانبان مذكرة عام 1989 التي تستخدمها الأمم المتحدة. والمجلس مقتنع بأن تقويض مصداقية الأمم المتحدة يضر بعملية السلام. وعلاوة على ذلك، رحب بالتقدم المحرز في أنشطة إزالة الألغام وجهود اللجنة المعنية بالمفقودين واتفق على أن المشاركة النشطة لمجموعات المجتمع المدني والاتصالات بين الطائفتين ضرورية للعملية السياسية. كانت هناك حاجة إلى تركيز الرسائل العامة على «الطريق إلى الأمام».[3]

ورحب القرار بتقدم المفاوضات واحتمال إحراز تقدم في المستقبل القريب نحو التسوية. وفي هذا الصدد، دعا الزعيمين القبرصيين إلى تكثيف المفاوضات وتحسين أجواءهما وزيادة مشاركة المجتمع المدني.[4] وعلاوة على ذلك، تم استدعاء كلا الجانبين على المشاركة في المشاورات بشأن ترسيم المنطقة العازلة ومذكرة عام 1989.

تم حث الجانب القبرصي التركي على إعادة الوضع العسكري إلى ما كان عليه في ستروفيليا قبل 30 يونيو 2000. كما دُعي إلى إتاحة وصول العاملين في إزالة الألغام. أخيرًا، طُلب من الأمين العام بان كي مون تقديم تقرير بحلول 1 ديسمبر 2011 حول تنفيذ القرار الحالي.[5]
