第一大马远景策划纲要（英文：THE FIRST OUTLINE PERSPECTIVE PLAN，简称OPP 1）是马来西亚于1971年至1990年执行的经济政策，为期二十年。

新经济政策就是处于本经济政策时期。

结果

OPP 1期间的马来西亚经济发展，国内生产总值的增长率达到6.7%（原目标为8%）。

国内生产总值从1970年的215.48亿令吉（当时价）增加到1990年的791.03亿令吉，增加了三倍。

由于人口每年平均增加2.5%，人均收入（PER CAPITA INCOME）从1970年的1,937令吉（当时价）增加了两倍到1990年的4,268 (1978年价)令吉，或6,180令吉，当时价。

马来西亚货物与服务的出口(1971-1990)平均每年增加9.2%。货物的出口构成有了重大的改变。在货物出口中，橡胶在1970年占33.4%，降到1990年的3.8%，石油天然气从4%增加到16.2%，工业产品从12%增加到60.4%。

马来西亚货物与服务的出口总值，从1970年的51.63亿令吉增加到1990年的796.46亿令吉。

马来西亚货物与服服的进口总值，从1970年的42.88亿令吉增加到1990年的791.19亿令吉。
