2011年3月1日，政府将原先的4个城镇和一个非建制区合并为新的福戈岛镇，被合并的城镇为福戈（英语：Fogo, Newfoundland and Labrador）、乔·巴特湾（英语：Joe Batt's Arm-Barr'd Islands-Shoal Bay）、小浅滩湾（英语：Seldom-Little Seldom）和倾斜镇（英语：Tilting, Newfoundland and Labrador）[1]。
