Necla Budin (Arapça: نجلاء بودن) veya Necla Budin Ramazan (Tunus Arapçası: نجلاء بودن رمضان; d. 29 Haziran 1958),[1] Tunuslu bir jeolog ve üniversite profesörü. 11 Ekim 2021 - 2 Ağustos 2023 tarhileri arasında Tunus başbakanı olarak görev yapan Budin, Arap dünyasında ve Tunus'ta başbakanlık görevini üstlenen ilk kadındır.[2] Daha önce 2011 yılında eğitim bakanlığında görev yaptı.[3]

Erken yaşam ve kariyer

Budin, 1958 yılında Tunus'un Kayrevan şehrinde doğdu ve Kayrevan'da büyüdü. Mesleği mühendisliktir ve Tunus El Manar Üniversitesi, Tunus Ulusal Mühendislik Okulu'nda yer bilimleri alanında uzmanlaşmış bir yüksek öğrenim profesörüdür.[4] Mines ParisTech'ten deprem mühendisliği alanında doktora derecesine sahiptir.[5] Çalışmaları Tunus'taki sismik tehlikelere odaklandı.[6]

Tunus Yüksek Öğrenim ve Bilimsel Araştırma Bakanlığında üst düzey görevlerde bulundu. 2011 yılında Bakanlık bünyesinde genel müdür olarak atandı, ardından 2015 yılında Bakan Slim Choura'nın kabinesinde görev aldı.[7]

Eylül 2016'da, ülkedeki önemli bir sosyal sorun olan Tunuslu mezunlar arasındaki yaygın işsizliği hafifletmeye yardımcı olmak amacıyla üniversite eğitiminde reform ve "modernizasyon" için 70 milyon dolarlık Dünya Bankası destekli "PromEssE" programından sorumluydu.[8]

29 Eylül 2021'de, Tunus'taki siyasi krizin ortasında, devlet başkanı Kays Said ülkenin yeni hükûmetini kurmak üzere Necla Budin'i görevlendirdiğini açıkladı. Budin 25 Temmuz 2021'de görevden alınan Hişam el-Meşişi'nin yerini aldı.[9]

Bu görevi üstlenen ilk kadın olarak Tunus hükûmetinin başına geçmesi onu hem ülkede, hem Mağrip'te, hem de Arap dünyasında bir öncü haline getirdi. Başkan Said bu haberi "Tunus ve Tunuslu kadınlar için bir onur" olarak nitelendirdi.[2][10]

11 Ekim 2021 tarihinde Kartaca'daki Başkanlık Sarayı'nda hükûmet üyeleriyle birlikte yemin etti.[11]

2 Ağustos 2023 tarihinde Budin görevinden alındı ve yerine Ahmed Haşşani atandı.[12]

Kişisel yaşam

Babası Muhammed Budin Sadiki Kolejinde profesördü ve daha sonra Lycée Alaoui'nin müdürlüğünü yaptı. Dört erkek ve kız kardeşi de bilim insanıdır.[6]

Bouden, göz doktoru Kamil Ramazan ile evlidir. Çiftin iki çocuğu vardır.[6]
