Covenanterler (İskoçça (Kelt dili): Cùmhnantaich), İskoçya'nın Presbiteryen Kilisesini ve liderlerinin dini işlerdeki önceliğini destekleyen 17. yüzyıldan kalma bir İskoç dini ve siyasi hareketinin üyeleriydi. Covenant kelimesi tanrı ile bir bağ veya anlaşma için İncil'de kullanılan bir terimden gelmektedir.

Hareketin kökenleri, kilise yapısı ve doktrini konusunda James VI & I ve oğlu I. Charles arasında meydana gelen anlaşmazlıklarına dayanmaktadır. 1638'de binlerce İskoç, Charles'ın kirke dayattığı değişikliklere direnme sözü vererek Ulusal Sözleşme'yi imzaladı; 1639 ve 1640 Piskopos Savaşları'ndaki zaferin ardından, Covenanterler İskoçya'nın kontrolünü ele geçirdi.
