Carl Johan Gustaf Swartz (d. 5 Haziran 1858 – ö. 6 Kasım 1926) 30 Mart 1917'den 19 Ekim 1917'ye kadar İsveç Başbakanı[1] olarak görev yapan sağcı bir İsveçli politikacı. 1906-1911 yılları arasında Maliye Bakanı olarak görev yaptı. 1886 yılında Dagmar Lundström ile evlendi ve üç çocuk sahibi oldu.

Uppsala ve Bonn'da eğitimini tamamladıktan sonra Norrköping'e döndü ve aile şirketleri, tütün üreticileri Petter Swartz'ı işletti. 1912-1917 yılları arasında İsveç'in özel Merkez Bankası yönetim kurulu başkanlığını üstlendi. 1917'de ulusal üniversite başkanı oldu. 1906-1911 yılları arasında Maliye Bakanı olarak görev yaptı.

Ayrıca seçkin bir belediyeci ve cömert bir hayırseverdi. 1912'de Villa Swartz'u, bir kütüphane ve müze konaklama yerini Norrköping kasabasına bağışladı. 6 Eylül 1926'da Stockholm'de öldü.
