Ahbap çavuş kapitalizmi

Ahbap çavuş kapitalizmi, yandaş kapitalizmi ya da eş dost kapitalizmi, bir iktisadi teşebbüsün başarısının iş adamlarıyla hükûmet arasındaki yakın ilişkilere bağlı olduğu, iş adamlarının işlerini, siyasal iktidar ve bürokratlarla olan ilişkilerine dayanarak yürüttüğü sistemi anlatan terimdir. 1997 Doğu Asya Mali Krizi'nin sebepleri arasında gösterilir. Türkiye'deki sistemin de ahbap çavuş kapitalizmine örnek olduğu bazı ekonomistlerce öne sürülmektedir.[1]

Birçok şekilde olabilir, ancak temel fikir, siyasi bağlantıları olanların bu bağlantıları rakiplerine karşı haksız bir avantaj elde etmek için kullanabilmeleridir. Bu, devlet ihalelerinin kayırılan işletmelere verilmesi, belirli şirketlere düzenleyici muafiyetler veya diğer özel muamelelerin verilmesi veya vergi kanununun belirli endüstrilere veya bireylere fayda sağlayacak şekilde manipüle edilmesi de dahil olmak üzere çeşitli şekillerde gerçekleşebilir.[2]

Ahbap çavuş kapitalizmi, ekonomik büyümeyi baltaladığını, inovasyonu engellediğini ve sosyal eşitsizliği sürdürdüğünü savunan ekonomistler, siyaset bilimciler ve aktivistler tarafından yaygın bir şekilde eleştirilmektedir. Eleştirmenler, ahbap-çavuş kapitalizminin, siyasi bağlantıları olanları daha çok hak edenlere tercih eden eşitsiz bir oyun alanı yarattığını, bunun da daha az meritokratik ve daha az verimli bir topluma yol açtığını savunmaktadır.[3]
