หน่วยสืบราชการลับ (อังกฤษ: intelligence agency) หรือ หน่วยข่าวกรอง เป็นหน่วยงานของรัฐที่รับผิดชอบการในเรื่องการแสวงหาข้อมูลที่เกี่ยวข้องกับเรื่องของราชการซึ่งเป็นความลับ ทั้งการรวบรวม วิเคราะห์ และใช้ประโยชน์จากข้อมูลดังกล่าวเพื่อสนับสนุนการบังคับใช้กฎหมายที่เป็นไปเพื่อความมั่นคงของชาติ การทหาร และวัตถุประสงค์ในนโยบายการต่างประเทศ[1]

สำหรับวิธีการรวบรวมข้อมูลข่าวกรองนั้นมีทั้งแบบเปิดเผยและแบบทางลับ ซึ่งรวมไปถึงการจารกรรม การสกัดกั้นเพื่อดักฟังการสื่อสาร การเข้ารหัสลับ การแบ่งปันข้อมูลกับหน่วยข่าวกรองอื่น ๆ รวมไปถึงการรวบรวมจากแหล่งข้อมูลสาธารณะ กระบวนการดังกล่าวที่กล่าวมาเรียกว่าการวิเคราะห์ข่าวกรองหรือการประเมินข่าวกรอง

หน่วยสืบราชการลับสามารถรวบรวมข่าวกรองเพื่อให้รัฐบาลของตนนำไปใช้งานบริหารราชการแผ่นดินต่าง ๆ อาทิ

  • การแจ้งเตือนล่วงหน้าถึงเหตุการณ์วิกฤตที่อาจจะเกิดขึ้น
  • ให้ข้อมูลเกี่ยวกับการจัดการวิกฤตระดับชาติ และระดับนานาชาติ โดยช่วยประเมินถึงเจตนารมย์ของฝ่ายตรงข้ามในสถานการณ์ปัจจุบัน และแนวโน้มที่อาจเกิดขึ้นในอนาคต
  • ให้ข้อมูลการวางแผนป้องกันประเทศและการปฏิบัติการทางทหาร (ข่าวกรองทางทหาร)
  • ปกป้องข้อมูลความลับของชาติที่ละเอียดอ่อน ทั้งจากภายในประเทศ และหน่วยข่าวกรองของชาติอื่น
  • สร้างอิทธิพลแอบแฝงต่อเหตุการณ์ต่าง ๆ เพื่อผลประโยชน์ของชาติ หรือสร้างอำนาจต่อรองด้านความมั่นคงระหว่างประเทศ
  • ป้องกันและต่อต้านความพยายามในการปฏิบัติการของหน่วยข่าวกรองชาติอื่น (การต่อต้านข่าวกรอง)

นอกจากนี้ ข่าวกรองนั้นมีความแตกต่างกัน ระหว่างข่าวกรองด้านความปลอดภัย จะเกี่ยวข้องกับภัยคุกคามต่าง ๆ ที่จะเกิดขึ้นภายในประเทศ อาทิ การก่อการร้าย การจารกรรม และ ข่าวกรองด้านการต่างประเทศ จะเกี่ยวข้องกับการรวบรวมข่าวกรองในด้านการเมืองและเศรษฐกิจของประเทศอื่น ๆ

หน่วยสืบราชการลับบางแห่งมีความเกี่ยวข้องกับการลอบสังหาร การค้าอาวุธ การรัฐประหาร และการเผยแพร่ข้อมูลเท็จ (การโฆษณาชวนเชื่อ) รวมไปถึงการปฏิบัติการลับ เพื่อสนับสนุนผลประโยชน์ของหน่วยงานตนเอง หรือของรัฐบาล
