Freenet has been around since 1999, if I'm not mistaken, and this has been confirmed several times on the Mailling lists (for example, https://www.mail-archive.com/[email protected]/msg15162.html).
But judging by the main Wikipedia article, the first release came out only in 2000?!
The Freenet website probably also came to the Internet only at the end of 2000: https://web.archive.org/web/20001017133926/http://freenetproject.org/ Mark22k (talk) 11:15, 6 September 2023 (UTC)Reply
