სრულიად რუსეთის საბჭოების XIII ყრილობა (რუს. XIII Всероссийский съезд Советов) — სრულიად რუსეთის საბჭოების რიგით მეცამეტე ყრილობა, მიმდინარეობდა 1927 წლის 10-16 აპრილს მოსკოვში. ესწრებოდა 1603 დელეგატი (მათ შორის 1088 გადამწყვეტი და 515 გადამწყვეტი ხმით). პარტიული შემადგენლობა: 1194 რკპ (ბ) წევრი, 409 უპარტიო. სოციალური შემადგენლობა: მუშა 49,4%, გლეხი 29,1%, მოსამსახურე და სხვა 21,5%.

დღის წესრიგი: რსფსრ მთავრობის ანგარიში (ა. რიკოვი); მოხსენებები რსფსრ სრულიად რუსეთის სახალხო მეურნეობის საბჭოსი — მრეწველობის მდგომარეობის შესახებ (ს. ლობოვი); რსფსრ ფინანსთა სახალხო კომისარიატისა — სახელმწიფო და ადგილობრივი ბიუჯეტების შესახებ (ნ. მილიუტინი); რსფსრ ვაჭრობის სახალხო კომისარიატისა — საგარეო და საშინაო ვაჭრობისა და რსფსრ-ში ფასების დაკლების შესახებ (ნ. ესიმონტი); რსფსრ განათლების სახალხო კომისარიატისა — რსფსრ-ში სახალხო განათლების საერთო მდგომარეობის შესახებ (ა. ლუნაჩარსკი); რსფსრ კონსტიტუციაში 37-ე, 38-ე და 47-ე მუხლების შეცვლის შესახებ (ა. კისელიოვი); ყარა-ყირგიზეთის ავტონომიური ოლქის ყირგიზეთის ავტონომიურ რესპუბლიკად გარდაქმნის შესახებ (ს. ასფენდიაროვი); სრულიად რუსეთის ცაკისა და სსრკ ცაკის ეროვნებათა საბჭოში რსფსრ-დან წევრთა არჩევის შესახებ (ა. კისელიოვი); სრულიად რუსეთის ცაკის არჩევნები.

ყრილობამ ერთხმად მოიწონა რსფსრ-ის მთავრობის მოღვაწეობა საგარეო და საშინაო პოლიტიკის დარგში; ძირითადი ყურადღება დაეთმო რსფსრ-ის სახალხო მეურნეობისა და კულტურის განვითარების ამოცანებს; აღნიშნა მრეწველობის, ტრანსპორტის და სოფლის მეურნეობის დარგების განვითარებაში მიღწეული მნიშვნელოვანი წარმატებები; მიიღო დადგებილება მრეწველობის რეკონსტრუქციის შემდგომი გაშლის თაობაზე; დაავალა მთავრობას სოფლის მეურნეობის აღმავლობისათვის საჭირო ღონისძიებათა შემუშავება. ფინანსთა სახალხო კომისარიატის მოხსენები გამო მიღებულ რეზოლუციაში მოიწონა მთავრობის საფინანსო პოლიტიკა. ვაჭრობის სახალხო კომისარიატის მოხსენებასთან დაკავშირებით ყრილობამ დასახა სამრეწველო საქონელზე ფასების შემდგომი დაკლებისა და ვაჭრობიდან კერძო მოვაჭრეთა შემდგომი განდევნის ამოცანა; მიიღო დადგენილება სახალხო განათლების შემდგომი განვითარებისა და რსფსრ-ის ცენტრალუირ სტატისტიკური სამმართველოს (ცსს) შექმნის შესახებ. სპეციალური აქტით დამტკიცდა XII მოწვევის სრულიად რუსეთის ცაკის III სესიის დადგენილება ყარა-ყირგიზეთის ავტონომიური ოლქის ყირგიზეთის ასსრ-დ გარდაქმნის თაობაზე.

ყრილობამ აირჩია სრულიად რუსეთის XIII მოწვევის ცაკი 550 კაცის ოდენობით (400 წევრი და 150 კანდიდატი), აგრეთვე 5 წევრი და 2 კანდიდატი სსრკ-ის ცაკის ეროვნებათა საბჭოს შემადგენლობაში რსფსრ-დან.
