Pelepasan Douglas MacArthur

Jenderal Angkatan Darat Amerika Serikat, Douglas MacArthur berjabat tangan dengan Presiden Amerika Serikat, Harry Truman di Konferensi Pulau Wake, tujuh bulan sebelum Truman memecat MacArthur dari jabatannya.

Pada tanggal 11 April 1951, Presiden Amerika Serikat, Harry S. Truman membebastugaskan Jenderal Douglas MacArthur dari komandonya setelah MacArthur membuat pernyataan publik yang bertentangan dengan kebijakan pemerintah. MacArthur adalah pahlawan terkenal karena telah memenangkan Perang Dunia II. MacArthur pada saat itu menjadi komandan pasukan Komando Perserikatan Bangsa-Bangsa dan bertempur dalam Perang Korea, pembebasannya ini tetap menjadi topik kontroversial di bidang hubungan sipil-militer.

MacArthur memimpin pasukan Sekutu di Kawasan Pasifik Barat Daya selama Perang Dunia II, dan sehabis perang dia bertanggung jawab selama masa pendudukan Jepang. Dalam perannya yang terakhir, MacArthur mampu mengakumulasi kekuasaan yang cukup besar atas administrasi sipil Jepang. Akhirnya, dia memperoleh tingkat pengalaman politik yang bisa dibilang tidak pernah didahului atau diulangi siapa pun yang aktif bertugas sebagai perwira di militer Amerika Serikat.

Ketika Korea Utara menginvasi Korea Selatan pada bulan Juni 1950, dan pecahnya Perang Korea, MacArthur ditunjuk sebagai komandan pasukan Perserikatan Bangsa-Bangsa yang membela Korea Selatan. Dia menyusun dan mengeksekusi serangan amfibi di Inchon pada tanggal 15 September 1950, membuatnya dielu-elukan sebagai seorang perwira yang brilian. Namun, ketika dia menindaklanjuti kemenangannya dengan invasi skala penuh ke Korea Utara atas perintah Truman, Tiongkok mengintervensi perang dan menimbulkan serangkaian kekalahan, memaksanya untuk mundur dari Korea Utara. Pada April 1951, situasi militer telah stabil, tetapi MacArthur terus mengkritik atasannya secara terbuka dan berupaya meningkatkan konflik, membuat Truman membebaskan MacArthur dari perintahnya. Komite Angkatan Bersenjata dan Komite Hubungan Luar Negeri dari Senat Amerika Serikat mengadakan penyelidikan bersama atas situasi militer dan keadaan seputar bantuan MacArthur, dan menyimpulkan bahwa "pencopotan Jenderal MacArthur berada dalam kekuasaan konstitusional Presiden tetapi keadaan tersebut mengejutkan kebanggaan nasional".^[1]

Militer yang apolitis merupakan hal biasa di Amerika, tetapi sulit dilakukan ketika pasukan Amerika ditugaskan di luar negeri dalam jumlah besar. Prinsip kontrol sipil terhadap militer juga sudah mendarah daging, tetapi meningkatnya kompleksitas teknologi militer menyebabkan terciptanya militer profesional. Hal ini membuat kontrol sipil semakin bermasalah ketika digabungkan dengan pembagian kekuasaan secara konstitusional antara presiden sebagai panglima tertinggi, dan Kongres dengan kekuasaannya untuk mengangkat tentara, memelihara angkatan laut, dan menyatakan perang. Dalam membebastugaskan MacArthur karena gagal "menghormati otoritas Presiden" dengan berkomunikasi secara pribadi dengan Kongres, Truman menjunjung tinggi peran presiden yang harus didahulukan.
