פרדוקס הערך

פרדוקס הערך הוא פרדוקס בתאוריה הכלכלית שמתבסס על ההבחנה בין ערך השימוש (use value) של מוצר מסוים וערך החליפין (exchange value) של אותו המוצר. הבחנה זו, שהייתה מקובלת כבר בעת העתיקה[1] העלתה את השאלה מדוע למוצר אחד יכול להיות ערך שימוש גבוה מאוד וערך חליפין נמוך מאוד, בעוד שמוצר אחר נהנה מערך חליפין גבוה – על אף שאין לו שום ערך שימוש. בעוד שתאוריות כלכליות עד המאה ה-20 נטו להזניח את ערך השימוש ולהתמקד בגורמים הקובעים את ערך החליפין, תאוריות בנוגע לחשיבות המושג יעילות שולית בהליך הכלכלי, שהתפתחו בסוף המאה ה-19, הציעו פתרון לפרדוקס על ידי שילוב ערך השימוש בתוך המערכת התאורטית שהם הציגו.

על אף שפרדוקס הערך היה מוכר לכלכלנים עוד לפני אדם סמית, הוא נחשב הראשון שנתן לפרדוקס ביטוי מלא בספרו "עושר האומות" (1776). בפרק 4 בחלק הראשון של הספר הציע סמית גרסה לפרדוקס הערך שמתייחסת למים ויהלומים. סמית טען כי על אף שכל אחד זקוק למים כדי לחיות, המחיר שלהם נמוך למדי, בעוד שאיש לא באמת זקוק ליהלומים, אבל הרבה אנשים היו מוכנים לשלם המון תמורתם:

"למלה ערך, כפי שניתן לשים לב, יש שתי משמעויות שונות, שלעתים מובעות כיעילות של מוצר מסוים, ולעתים מובעות ככוח הקנייה שמעניק מוצר לבעליו כלפי מוצרים אחרים. הראשון יכול להיקרא 'ערך השימוש'; השני – 'ערך החליפין'. לדברים עם ערך השימוש הגדול ביותר יש לעתים קרובות ערך חליפין מאוד נמוך או לא קיים בכלל; ולחילופין, אותם דברים עם ערך החליפין הגדול ביותר לעתים קרובות אינם בעלי ערך שימוש כלל. שום דבר אינו שימושי יותר ממים, אך לא ניתן לרכוש באמצעותם כמעט דבר; יהלום, מהצד השני, אינו שימושי כלל, אך ניתן לרכוש באמצעותו הרבה מוצרים אחרים"[2]

בסוף המאה ה-19 פיתחו במקביל הלוגיקן הבריטי ויליאם סטנלי ג'בונס, הכלכלן האוסטרי קרל מנגר והכלכלן והמתמטיקאי הצרפתי לאון ואלרה רעיונות דומים בנוגע לחשיבות של "הערך השולי" או "היעילות השולית" במסגרת הניתוח הכלכלי[3]. מושג "התועלת השולית" מתייחס לתועלת שניתן להפיק מהיחידה האחרונה של המוצר, או מהנתח האחרון של ההשקעה שבוצעה (הנתח השולי). מושג התועלת השולית איפשר להסביר את ערך החליפין על בסיס ערך השימוש (שמתייחס לתועלת מהמוצר), ולמעשה הציע פתרון לפרדוקס הערך שעבור כלכלנים כמו אדם סמית, דייוויד ריקרדו וקרל מרקס נראה בלתי פתיר[4].

ניתן להדגים את רעיון התועלת השולית בדוגמת המים והיהלום שהציג אדם סמית. בעוד שסמית ראה ביחס ההפוך בין ערך שימוש לערך חליפין של מים ויהלומים פרדוקס בלתי פתיר, תאוריית התועלת השולית מסבירה את ערך החליפין הנמוך של מים בשפע היחסי של המוצר במערכת הכלכלית. לפי תאוריה זו, התועלת השולית שאדם מסוים מפיק ממים הולכת ופוחתת ככל שההיצע של המוצר גדול יותר. את הליטר הראשון של מים עשוי אדם לשתות; באמצעות הליטרים הבאים הוא עשוי להתקלח, ולאחר מכן להשקות את הגינה. אולם, ככל שהיצע המים אינו קטן, התועלת שניתן להפיק מכל יחידה נוספת של מים פוחתת והולכת. למעשה, תאוריית התועלת השולית הפוחתת מסבירה את פרדוקס הערך בכך שכלכלנים בתקופות קודמות בחנו את ערך השימוש של מוצר לפי היחידה הראשונה שלו, ואילו ערך החליפין נקבע לפי היחידה האחרונה. עם זאת, ערך החליפין של היחידה האחרונה (השולית) נקבע לפי ערך השימוש של היחידה הראשונה, בשקלול נתונים נוספים כמו היצע וזמינות של המוצר.
