המתאם הלאומי למודיעין ומלחמה בטרור (בצרפתית: Coordination nationale du renseignement et de la lutte contre le terrorisme) הוא משרה בממשלת צרפת – הנתון למרותו, הכוונתו ושליטתו הישירה של הנשיא – האחראי על ייעוץ בענייני מודיעין ולוחמה בטרור וכן על תיאום בין כלל קהילת המודיעין הצרפתית. כל סוכנויות המודיעין מדווחות ישירות למתאם הלאומי למודיעין ומלחמה בטרור.

תפקיד זה נוצר בחודש יולי 2008 וקיבל ביטוי חוקי בצו משנת 2009. בשנת 2017, התפקיד הורחב והותאם למאבק בטרור, והוגדר מחדש כ"מתאם המודיעין הלאומי והלוחמה בטרור" בצו מיום 14 ביוני 2017.[1]

תפקידים וסמכויות

תפקידי המתאם הלאומי למודיעין ומלחמה בטרור:[2]

  • מתן מידע וייעוץ בנושאים הקשורים למודיעין ומאבק בטרור לנשיא הרפובליקה.
  • אחראי על הכנת ישיבותיה ועל הבטחת יישום החלטותיה של מועצת המודיעין הלאומית.
  • מכין את אסטרטגיית המודיעין הלאומית.
  • רשאי להציע לראש הממשלה משימות בקרה, ביקורת, מחקר, ייעוץ והערכה בכל הנוגע לשירותי מודיעין מיוחדים מטעם פיקוח שירותי המודיעין.
  • מתאם אינטגרציה ומבטיח שיתוף פעולה טוב בין גופי קהילת המודיעין הצרפתית.
  • מעביר את הנחיות נשיא הרפובליקה לראשי שירותי המודיעין, אשר מעבירים לו את המידע שיש להביא לידיעת נשיא הרפובליקה וראש הממשלה, ומדווחים לו על פעילותם.
  • מופקד על מדיניות משאבי האנוש של שירותי הביון הצרפתיים.

מועצת המודיעין הלאומית

מבנה קהיליית המודיעין הצרפתית

מועצת המודיעין הלאומית היא גוף ממשלתי האחראי על תיאום, פיקוח והכוונה של כלל פעילות המודיעין בצרפת. המועצה משמשת כ"קורת גג" לכל ארגוני המודיעין הצרפתיים, ומטרתה להבטיח כי המידע המודיעיני שמתקבל מכלל הגופים ינוהל בצורה יעילה, ינותח בצורה מדויקת וישמש לקבלת החלטות אסטרטגיות ברמה הלאומית.[3]

במועצת המודיעין הלאומית חברים: נשיא הרפובליקה (יושב-ראש), ראש הממשלה, השרים ומנהלי שירותי המודיעין שנוכחותם נדרשת על פי סדר היום וכן מתאם המודיעין והביטחון הלאומי ומלחמה בטרור.[4]

תפקידי המועצה:[4]

  • מפקחת על פעילותם של ארגוני המודיעין השונים, ומבטיחה כי הם פועלים בהתאם לחוק ולמדיניות הממשלתית.
  • אחראית על קביעת סדרי העדיפויות הלאומיים בתחום המודיעין, חלוקת משאבים והקצאת משימות בין הגופים השונים.
  • מספקת הכוונה אסטרטגית לארגוני המודיעין, ומגדירה את האתגרים המודיעיניים העומדים בפני צרפת.
