ProcseeBot automatically blocks proxies due to both the local policy against open proxies on Wikipedia and Wikimedia's global policy against open proxies. It seeds information from public proxy lists and checks to make sure the proxy is open and usable, and if so, proceeds to block it.

If you're blocked
If you know you're not using an open proxy, simply follow the instructions in your block message for requesting an unblock due to an IP block and an administrator will be by to double check to make sure your IP is no longer running an open proxy and if everything looks good, the block will be removed.
