On the procedural question:

1. Go to Special:Preferences#mw-prefsection-gadgets and turn on Twinkle (first section, about the tenth item).
2. Reload the article's page. See new 'TW' menu in the corner.
3. Choose 'XFD' from the TW menu. Choose 'Requested moves' from the drop-down menu. Fill in the form and click the button.
