The "Ivolga" is a Russian ground-effect vehicle designed by Vyacheslav Vasilyevich Kolganov. This all-season, fuel-efficient, multi-purpose craft is primarily engineered to support law enforcement and environmental protection operations. Its key capabilities include territorial monitoring, patrolling, boarding and inspection, search and intercept missions, suspect apprehension, and vessel towing.

Design and construction

The Ivolga was a multi-purpose ground-effect vehicle (GEV) designed to carry up to 12 passengers or up to 1,200 kg of cargo. Built around a conventional aircraft configuration, it visually resembled the Volga-2 civilian GEV, which was developed under the guidance of Rostislav Alexeyev. The Ivolga featured wings with folding outer panels for ease of operation, two nose-mounted piston engines, float landing gear, and a T-tail stabilizer[1]. Elevators were controlled via rudder pedals, just like in conventional aircraft, while a control column was used to actuate the ailerons[2]. To clear obstacles, the Ivolga was capable of brief flight jumps (pop-ups), classifying it as a Type B ground-effect vehicle[1].

The vehicle was equipped with an essential suite of flight and navigation instruments, including a GPS-type satellite navigator. It also featured power supply, interior lighting, external signaling, cabin and engine compartment ventilation and heating, and fire suppression systems. In addition, marine equipment and life-saving appliances were installed onboard[2].

Aside from the rudder, directional control could be maintained by adjusting engine RPM or propeller pitch, disconnecting one of the propellers via a clutch, or deflecting sections of the trailing edge flaps using pedal-operated electric actuators[2].
