Fran Peavey, aka Finley Peavey, (1941 - October 5, 2010), was an author, performer and social activist who is best known as the creator of Strategic Questioning[1], a tool for personal and social change which helps people discover their own strategies and ideas for change; and her stand-up comedy routine with actor Charles Varon known as the Atomic Comics.

Fran was the author of seven book, the best known of which is Heart Politics from New Society Publishers. Fran's articles concerning social change have appeared in many publications including The Sun[2], Context, and Inquiring Minds; she has lectured with Charles Varon at Iowa State University [3], University of Waterloo [4] and others.

Fran's contributions are varied, including as an organizer who championed tenants’ rights in her home San Francisco, supported women in the former Yugoslavia, and worked for thirteen years to clean up India’s Ganges River. Although her death predated Wikipedia, her concept of Strategic Questioning has been applied widely and survives in Wikipedia pages including Metacognition, Ecological empathy, and National Youth Anti-Drug Media Campaign.
