I have found no sources that indicate that the 14 or 15 existed. A review of existing literature indicates that Franklin's 7th almost certainly never formed, and Caldwell's 7th is the same as the 16th. I can find no support that the 13th existed except for the fact that the NPS soldiers and sailors database lists two men as belonging to the 13th, I can find no other coverage of the 13th.
