Dubai is famous for its vast amounts of hot air, and this also extends to its skyscraper proposals. During the "boom years" before the financial crisis, huge towers were proposed left and right, but then the crisis came, many of the proposals crumbled into nothing. They are still listed on various sites such as Emporis or Skyscrapercenter, but their entries have been frozen at "proposed" or "vision" since 2009 or so. Their odds of many of them actually being built are abysmally low. Should they still be listed on this template? I've removed some that seemed obviously dead, but ran into such a number of them that I figured it might be better to work out a defined set of rules. Moving them to a new section "Cancelled or stale projects" would probably take up most of the template. Dubai has a lot of those.
