I think it's not fair to exclude the elite omnium events before 2010. I know there was not a European elite Championship, but the elite women's event was held during the European "U23" championships. The winners are official European Omnium Champion inclucing a blue jersey. As example I take the year 2008. See the website of the UCI (UCI website: 2008 omnium session for Women's), and cyclingarchives (cyclingarchives: omnium for Women's).
