Regarding the use of flags in this template: I noticed several other state election templates used flags to represent the US federal government, state government, and city governments, and used a green checkmark to represent ballot measures. However, the application here varies widely. I'm generally indifferent to how it looks (though I tend generally to lean toward including visual data) but I feel that no matter what these templates should be consistent in their use. Posting to the talk page per WP:BRD; paging GoldRingChip as they were the editor who initially reverted per MOS:FLAGS.
