I'm blanking and redirecting this article to Data stream. The lede essentially describes Streaming XML as "streaming data that happens to follow a particular schema" as well as a short list of APIs. There is nothing, to the best of my knowledge, that makes streaming XML uniquely challenging compared to other data formats, like JSON or proprietary database formats. It therefore isn't clear to me how this topic could be separately notable from the concept of streaming data generally, for which we already have an article. I considered redirecting to Dynamic data instead, but the state of that article is less than great and XML streams can be described as data streams anyway.
