That would be the United States Statutes at Large, of which the relevant volume and page ("40 Stat. 450", volume 40, page 450) is on Wikisource but has not been transliterated and proofread. Idaho

Section 264 of the act mistakenly placed most of the state of Idaho (south of Salmon River (Idaho)) in UTC−06:00 CST Central Standard Time, but was amended in 2007 by Congress to UTC−07:00 MST Mountain Standard Time.[2] MST was observed prior to the correction. The Standard Time Act itself (http://legisworks.org/sal/40/stats/STATUTE-40-Pg450b.pdf) only had 5 sections and did not define time zones, so which act is being referred to here? They're probably referring to 15 U.S.C. § 264. The history for that section shows it was added by 42 Stat. 1434 (1923), and it was amended by 62 Stat. 646 (1948) and 121 Stat. 599 (2007).
