SAIDI in the US is 3.5 to 8, according to EIA

According to the US Energy Information Administration Annual Electric Power Industry Report, SAIDI in the USA is about 2.0 if "major events" are excluded, and 3.5 to 8 if they are included: https://www.eia.gov/todayinenergy/detail.php?id=54639 -- This is almost an order of magnitude larger than what is reported in this article. This article reports "World Bank Doing Business", and so I'm guessing that data is skewed towards major urban centers and business centers, and does not include smaller cities, towns, suburbs and other residential areas.
