frequency or fluency?

The sentence is awkward:
Precision teaching is a type of programmed instruction that focuses heavily on frequency as its main datum. By focusing on fluency, the teacher can then adjust the curricula for each learner to maximize the learning based on the learner's personal fluency measurements.
This appears to suggest that frequency and fluency are the same thing, which they are not. Frequency refers to how often the behavior occurs and may at times be synonymous with rate (count over time). Fluency on the other hand is behavior that is characterized by a high degree of speed and accuracy. Frequency data may show that behavior has become fluent depending on what is measured, specifically both speed with which behavior occurred and the degree of accuracy would need to be reflected in the measurement process.BenjaminSchooley (talk) 15:50, 15 September 2015 (UTC)Reply
