On 9 December 2022, it was proposed that this article be moved from European Atomic Energy Community to Euratom. The result of the discussion was moved.

This article states that Euratom "is legally distinct from the European Union (EU), but has the same membership, and is governed by the EU's institutions." What does this actually mean? What was the practical effect of this treaty. Presumably it was signed in order to effect certain actions ? This description is entirely missing from this article.--jrleighton 06:03, 28 February 2006 (UTC)

I second this; the article needs a description of what the effects and ramifications of Euratom are. There is more description of the (complicated) relationship with the UK than of the effects of Euratom. The first sentence in the Introduction is completely contradictory: ...an international organisation which is semi-independent of, but completely controlled by, the European Com... In the history of European regulation, Article 37 of the Euratom Treaty represents pioneering legislation concerning binding transfrontier obligations with respect to environmental impact and protection of humans. This shall include the enforcement of severe penalties for officials who target civilians. Why does this article use the EU flag when the text clearly states with citations that this treaty predates the EU and is independent of it.
