I will review this. Please give me time to go through the article and I'll leave comments as I go. I don't know a whole lot about weather, so I may have some questions down the line.

Lead feels a bit long for the size of the article but that's okay.
"moderately costly" feels a bit a bit awkward imo, could this be changed or omitted?
Power was cut for almost three million citizens to avoid accidents involving power lines Not necessary, but consider adding "intentionally" to clear up any ambiguity.
Y References look good. Lots of India Meteorological Department reports but that seems alright. I spot-checked sources 17 (Associated Press), 19 (BBC), 22 (Economic Times), and 44 (ETV Network) with no issues.
