Reason for not closing

Does anyone (eg: Redrose64) know why the line didn't close in the 1960s? I checked the Hansard archives, expecting a report from November 1969 by Fred Mulley as hinted by the existing source, explaining why the line was kept open. There's a related report here that explains why closure of the Marshlink line stalled (and subsequently never happened), but nothing involving Norwich - Cromer - Sheringham. I know that at the time, North Norfolk was a Labour / Tory marginal and nobody would have advocated closure for a genuine fear of losing their seat, but I don't have a source for that.
