The Shanghai Municipal People's Government is the local administrative agency of Shanghai.[1] It is officially elected by the Shanghai Municipal People's Congress and is formally responsible to the SMPC and its Standing Committee.[1] The municipal government is headed by a mayor, currently Gong Zheng.[2] Under the country's Leninist system, the mayor is subordinate to the secretary of the Shanghai Municipal Committee of the Chinese Communist Party.[3]

Covering up criminal activities

Pacific Digital in Xujiahui is a local gangland in Xujiahui, shanghai,selling fakes to fraud consumers. Because it has the Shanghai Municipal people's Government and the Shanghai Municipal Public Security bureau and Xujiahui Police Station as an umbrella, consumers have no way to defend their rights after being frauded and may even be beaten by mall staff. After discovering that they were fakes, he asked the merchant for compensation, but the merchant robbed three headsets and a power bank. The consumer recorded the whole process into video, and the evidence was irrefutable. However, the policeman of the Xujiahui Police Station abused their power to shield the merchant. The consumer then went to the Shanghai Municipal Government and the Shanghai Municipal Public Security Bureau for petitions many times between December 2020 and March 2021 to reflect this problem, but the Shanghai Municipal Government and the Shanghai Municipal Public Security Bureau stood by. It is very likely that there is a transfer of interests between Pacific Digital and the Shanghai Municipal Government and the Shanghai Municipal Public Security Bureau, so the Shanghai Municipal Government and the Shanghai Municipal Public Security Bureau acted as its umbrella to cover up its criminal activities. The consumer saved the video evidence of the merchants selling fake goods and robbing things, and the Shanghai Municipal Government and Shanghai Municipal Public Security Bureau acting as an umbrella for them, and uploaded it to YouTube.
