Oleksiy Valentynovych Buriachenko (born January 17, 1984, in Vinnytsia) is a Ukrainian political scientist, lawyer, analyst, researcher, human rights activist, and public figure.[1][2][3][4][5] He is an expert in management within governmental and non-governmental sectors and specializes in global security architecture.[6][7][8][9][10]
Early life
Oleksiy Buriachenko was born on January 17, 1984, in Vinnytsia.[11] In 2006, he graduated with honors from the Yaroslav Mudryi National Law University, specializing in jurisprudence, and obtained a qualification as a lawyer. In 2008, he completed his studies at the Vinnytsia Institute of the Kyiv National University of Trade and Economics with honors, specializing in state finance and audit, acquiring a qualification as a finance specialist and economist-financier.[12]
In 2015, he completed the Civil and Political School course with a focus on international relations and geopolitics, alongside the National Endowment for Democracy's Training for Trainers course, obtaining certification as a political education trainer.
The following year, he concluded the Workshop on European Politics program at the Institute of Political Education and the program at the NATO Information and Documentation Center's School of Euro-Atlantic Solidarity. Additionally, in 2018, he completed a certified educational course on Contemporary Aspects of Public Health sponsored by USAID, PEPFAR, and Deloitte.
Career
From 2007 to 2016, Buriachenko taught at various universities in Ukraine, covering subjects such as political science, jurisprudence, medical law, and pharmaceutical law.[12] Between 2015 and 2016, he was an invited trainer for the training of new employees of the National Police on human rights, constitutionalism, rule of law, and partnership between law enforcement agencies and civil society.[12]
Government service
Since 2017, he has been working in public service. He held positions as the First Deputy Head of the Podil District Administration of the Odesa Oblast[13] and later as the First Deputy Head of the Lipovodolinsky District Administration of the Sumy Oblast.[14] He was involved in cross-border cooperation issues and implementing decentralization reforms.[15] During his tenure, the Kuyalnitska United Territorial Community in the Odesa Oblast was established, and the initiative to create United Territorial Communities in the Lipovodolinsky district of the Sumy Oblast was initiated.[14]
In 2018, he became a member of the Program Committee of the National Council on Tuberculosis and HIV/AIDS of the Ministry of Health of Ukraine.[16][17]
Political activities
Buriachenko was one of the founders of the Power of the People party, which was registered in August 2014.[18] In 2015, he headed the Vinnytsia regional organization of the party.
He led the party's electoral campaign in the Vinnytsia region for the Verkhovna Rada elections in 2014 and managed the party's electoral headquarters in local elections for the Vinnytsia City Council in 2015.[19][20][21]
In 2017, he suspended his membership in the party due to his appointment as the First Deputy Head of the Podil District Administration in the Odesa Oblast.
Institutional advisory and expert activities
Since 2014, he has been an involved expert, contributing to the development of legislative initiatives, including projects for governance transparency, recommendations for the training of patrol police, the draft law "On State Financing of Political Parties," and the development and execution of training programs on better regulation of public policy.[22]
Public activities
In 2017, he was involved in creating the Institute for National-Patriotic Education of Youth "Homeland Defense," consolidating the system of national-patriotic education for youth. He initiated a project to create the network "Independent National 'League of Monitors' of the Electoral Process," obtaining permission from the Central Election Commission of Ukraine to have official observers during the presidential elections in Ukraine in 2019.[23]
Also, in 2019, he was among the initiators and developers of the Unity Dialogue Platform (платформи діалогу «Єдність») aimed at strengthening cooperation between the governmental and non-governmental sectors to address issues concerning the emigration of Ukrainians and the protection of citizens' rights abroad.[12]
Since 2014, he has been a regular speaker on television and radio programs on radio and television platforms as an invited expert in political matters.[24][1][2][3][4][5]
Buryachenko holds the position of executive director of the association of local self-government bodies, the "International Association of Small Communities."[11][25]
Academic work
Since 2016, he has been engaged in scientific research, focusing on global security architecture and studying the reputations of political parties in Ukraine, as well as the features of formation and actualization of the political culture of Ukrainian society.[6]
