Social Value Engine (SVE) is a web-based software platform used to support the measurement and reporting of social value, including analysis aligned with Social Return on Investment (SROI) principles.[1] The platform is listed by Social Value International (SVI) as an accredited tool aligned with the Principles of Social Value.[2]

History

The Social Value Engine was developed by Rose Regeneration in partnership with East Riding of Yorkshire Council as a response to growing demand for structured social value measurement in the United Kingdom, particularly following the introduction of the Public Services (Social Value) Act 2012.[3]

Approach

The platform provides a structured workflow to support forecasting, monitoring, and evaluation of social outcomes. It incorporates a library of financial proxies intended to assist users in monetising outcomes in line with SROI methodology.[4]

According to the UK government's Digital Marketplace, Social Value Engine is used by public and third-sector organisations to project and evaluate social value across areas including wellbeing, employment, and environmental outcomes.[5]

Accreditation

Social Value International lists Social Value Engine as an accredited tool and software product aligned with its Principles of Social Value.[2]

Use

The Social Value Engine has been referenced in public-sector reporting and appraisal documents. A 2025 report for Comhairle nan Eilean Siar (Western Isles Council) cites guidance associated with Social Value Engine when applying impact adjustments in an economic appraisal model.[6]
