Remi Chandran is an environmental governance specialist, researcher and policy adviser whose work focuses on geospatial technology, environmental governance, wildlife law enforcement and digital public infrastructure.
Chandran has over 25 years of experience in ICT governance and environmental information systems, with extensive work in Africa and particularly with wildlife and environmental institutions in East Africa. In 2003, while working at the United Nations University, he initiated the Wildlife Enforcement Monitoring System (WEMS) to address information gaps in combating illegal wildlife trade. The development of WEMS received international media coverage, including reports by Kyodo News and Reuters.[1]
In 2025, Chandran published The Wildlife Enforcement Monitoring System: From Silos to Synergy in Environmental Governance, published by Springer Nature.[2]
