• Comment: Draft is largely reliant upon primary sources - references from organisations to which Belluck is affiliated. It lacks multiple references to significant coverage (in-depth, not routine reporting, listings, etc) in reliable independent secondary sources. Joseph W. Belluck is an American attorney and public official who serves as Chair of the New York State Commission on Judicial Conduct, a constitutionally-established agency responsible for investigating and disciplining conduct by judges in New York State.^[1] In June of 2026, he was unanimously re-elected chair^[2] of the commission for an additional two year term. He was first appointed in 2008.

Belluck is also Chair of the New York State Cannabis Advisory Board, a state body that provides policy recommendations on cannabis regulation,^[3] and is a member of the Board of Trustees of the State University of New York (SUNY) system.^[4]

Belluck received his Juris Doctor from the SUNY-School of Law at Buffalo in 1994,^{[citation needed]} where he is now adjust lecturer on mass torts.^{[citation needed]}

He began his career serving as counsel to the New York Attorney General. In that capacity, he represented the State of New York against the tobacco industry.^[1]

Belluck has focused his legal career on complex civil litigation, particularly cases involving asbestos exposure, mesothelioma, and other toxic torts.^{[citation needed]} He is the founder of Belluck Law, LLP.^[5]

Belluck has been a member of the New York Commission on Judcial Conduct since 2008 and its Chair since 2016. The Commission is vested by the Governor of New York with authority to investigation conduct complaints against judges and impose discipline, including admonission, censure, removal, or retirement. The Commission has played a crucial role in holding the New York State judiciary accountable and independent. In 2025, the commission received 3,363 complaints of misconduct against judges, of which it investigated 141 -- 28 led to resignations.^[6][7] The Commission concluded the year by disciplining one judge over refusal to perform a same-sex marriage^[8] and requested removal of a judge who used a racial slur.^[9] The Commission's work has been widely covered in New York media in connection with judicial discpline and oversight.^[10][11]

Belluck serves as Chair of the New York State Cannabis Advisory Board^[12], which advises the Cannais Control Board and Office of Cannabis Management^[13] on regulatory, economic, and public health issues related to cannabis legalization.^[14]

Belluck has been involved in public education governance in New York through his service as a trustee of the State University of New York (SUNY). In that role, he has chaired SUNY's Charter Schools Committee, which oversees the authorization and supervision of charter schools across the state.^[15]

Belluck has received recognition within the legal profession and beyond for his work in mesothelioma and asbestos litigation, and personal injury. He has been featured in several Power Lists by City & State New York, including Trailblazers in Law 2026^[16] and The 2026 50 Over 50^[17]
